I should add that technically FOs can build whatever factories they want on Waterlabs as long as you see enough free workthings. You can output to depot or exchange, it doesn't matter to me (the PO) as long as you don't make a factory that someone else already has and crash the price.
It's first come first serve. No need to ask me as long as no other FO already has a factory of the same type on my planet.
